Some say they are made to be broken. I suggest they are there not to be broken but to hold those who would try to break them accountable. Therefore there are rules which state if anybody breaks other rules then they should be held to account. So, in not holding these people to account we are breaking the rules.
And what about the rules on holding people to account. There are rules that say how a person should be detained. And if we break those rules we should be held accountable.
